What Is Project 2025?

Project 2025 is a federal policy agenda and blueprint for a radical restructuring of the executive branch authored and published by former Trump administration officials in partnership with The Heritage Foundation, a longstanding conservative think tank that opposes abortion and reproductive rights, LGBTQ rights, immigrants’ rights, and racial equity. Project 2025’s largest publication, “Mandate For Leadership,” is a 900-page manual for reorganizing the entire federal government agency by agency to serve a conservative agenda.

Project 2025 includes a long list of extreme policy recommendations touching on nearly every aspect of American life, from immigration and abortion rights, to free speech and racial justice. A number of its recommendations rely on support from the executive branch and from Congress. Many other initiatives are outright unconstitutional.

Project 2025 Weaponizes The Long Dead Comstock Act

The Comstock Act of 1873 makes it illegal to send “obscene, lewd or lascivious,” “immoral,” or “indecent” publications through the mail. The law also made it a misdemeanor for anyone to sell, give away, or possess an obscene book, pamphlet, picture, drawing, or advertisement.

This is a zombie-law, meaning it’s rarely enforced. However, with project 2025, they plan to revive and weaponize the law.

This isn’t just guessing either - it’s literally written in the plan that they will leverage this act to ban abortion directly (via mailed prescriptions), and begin leveraging the law to ban other materials as well.

That Use the Mail. Federal law prohibits mailing “[e]very article, instrument,
substance, drug, medicine, or thing which is advertised or described in a manner
calculated to lead another to use or apply it for producing abortion.”75 Following
the Supreme Court’s decision in Dobbs, there is now no federal prohibition on the
enforcement of this statute._1

If you think they won’t leverage this power to attempt to ban all negative forms of immoral material, you’re wrong. As earlier in the manifesto:

_Pornography, manifested today in the omnipresent propagation of transgender
ideology and sexualization of children, for instance, is not a political Gordian knot
inextricably binding up disparate claims about free speech, property rights, sexual
liberation, and child welfare. It has no claim to First Amendment protection._1

While MyWaifuList is not a pornographic website in nature, some series and works are clearly falling within scope of being pornographic or immoral (such as kill la kill, high school dxd). Additionally, hentai distributors in the west such as Fakku would be banned. Material that contains sexually explicit scenes (most ecchi) would also be banned.

Trump defenders will often say he has distanced himself from the project. Or jump to citing fox news and other far-right media that they’ve had on a drip feed for the last 8 years. While it’s nice to live in a fantasy world, the truth is that convinced felon Donald Trump is simply lying to you. The media is lying to you, your family forced to see you at thanksgiving is lying to you, and you are lying to yourself thinking “both sides are the same”.

The Smokescreen About Protecting Children

There exists some fuckery when it comes to parental rights in the United States. While the far-right often prioritizes parental rights when it comes to decisions about children’s health, they do so only when such decisions align with their own beliefs. Let’s be clear: project 2025 policies are all about establishing a theocracy.

If the far-right faction in the US wanted to help children, they wouldn’t be banning free school lunches for children, allowing teachers to hit kids with disabilities, keeping child marriage legal, sending CPS on parents and their doctors, letting 14 year olds work, forcing kids to give birth, etc.

So, when book and media bans are framed as “protecting children,” we should be honest about what it really is: bullshit.

  • Three rule changes politicize how federal employees are graded, restrict the ability to challenge unfair ratings, and tie evaluations directly to layoff decisions. The proposal also kills the longstanding ban on “forced distribution” of ratings, meaning a fixed quota of employees has to be marked as underperforming regardless of how they actually do their jobs. Plug that into Schedule Policy/Career and you’ve built a working machine for political purges.

  • One ruling found Vought terminated $7.6 billion in clean energy grants based on whether the recipient lived in a blue state. A separate finding said OMB’s freeze of $10 billion in child care and family assistance funding “appeared designed to punish communities the administration disagreed with.” This is exactly the “impoundment” fight Project 2025 telegraphed years ago.

  • The original post warned the Comstock Act would be weaponized against “obscene” material, including, eventually, ecchi and hentai. As of March 2026, AG Pam Bondi’s DOJ had not rescinded the 2022 Biden-era OLC memo limiting Comstock enforcement, and Heritage-aligned groups like Students for Life were publicly leaning on DOJ to reverse course. The whole machine was built and ready to fire. The only thing missing was a willing AG.

  • Trump fires AG Pam Bondi. Deputy AG Todd Blanche takes over as acting AG; Lee Zeldin (current EPA head) is the reported favorite for the permanent role, with Harmeet Dhillon and Jay Clayton also floated. Bondi was fired because Trump felt she wasn’t aggressive enough, not because she went too far. The replacement is being hand-picked for exactly the trait Bondi lacked: willingness to do whatever the president asks without thinking twice. The whole Comstock setup has been sitting there waiting on a willing AG, and the next one is being picked specifically to be that. The only thing buying time right now is the Epstein cleanup. Once that gets swept under the rug, expect the OLC memo to flip overnight and ecchi shipments to start getting opened at customs.
